Crown land construction, repairs and upgrades

Crown land 2031 State Strategic Plan (PDF 3.7 MB) vision for NSW is that our community has high aspirations to derive better value from public land to support resilient and prosperous communities. The diversity and extent of the Crown estate means we will continue to play a lead role in land and asset management. Comprehensive planning, design, construction, and maintenance of structures will help to increase their life span, save money, and minimise impacts on Crown land reserves.

Current projects

Morpeth Railway Station and Cessnock School of Arts

As part of our State Strategic Plan, Crown Lands is focusing on strengthening community connections with Crown land, including the revitalisation and activation of underutilised sites.

We are developing feasibility studies on potential future uses for both the Morpeth Railway Station and Cessnock School of Arts sites, in the Hunter Valley.

Investigations into both sites are in their early stages. As part of these investigations, we recently undertook targeted preliminary consultation, by way of stakeholder surveys for each site. This initial feedback will help inform the options reports which we are now working on.

Further wider community consultation on the future of the sites will occur once the options reports are completed and we can share them for feedback.

We will keep stakeholders informed via this webpage as the projects progress.

Apple Tree Glen Bridge, Burrapine replacement

Summary

What we will be doing 

From December 2023 you may notice us:

  • Begin works to replace the Apple Tree Glen Bridge. As the only access point to local properties, the new bridge will provide safe and reliable access for residents, emergency services, and primary producers.
  • We are aware that the bridge is frequently affected by floodwaters and has deteriorated to a very poor condition. Constructed at a higher ground level, the new bridge will withstand a 1 in 2000 critical flood event. The construction of the bridge will be carried out as soon as practical.
  • To continue access to affected properties, we are installing a temporary bridge to the north of the existing bridge that has a 12m span, rated for 20 tonnes. The current timber bridge has a load-bearing capacity of 3-tonne. 
  • At the end of the project, we will ensure that the area is restored and handed over to Nambucca Valley Council for ongoing maintenance.
  • This is a complex and carefully managed project that requires expertise in engineering, construction, and project management. Safety is our top concern at every stage to protect both the construction crews and the public.

When we will be working

Work will take place during standard construction hours between 7:00 am and 6:00 pm Monday to Friday.

What you can expect

  • We will have temporary traffic management for the safety of our crew, users, and pedestrians. During all construction, please allow for extra travel time in case of traffic interruptions.
  • Access to the area will be temporarily impacted. We are providing alternative access during construction.

Jettys by the Lake, Bank Stabilisation

Summary

What we will be doing 

From August 2023 you may notice:

  • Soil Conservation Services stockpiling rock materials and machinery on-site in preparation for the bank stabilisation works that will be completed in 2 phases
  • Phase 1 works are expected to be completed by early November 2023. These works will include a mixture of bank stabilisation treatments along the southern end of the foreshore. Treatments will include rock work and vegetation planting
  • Phase 2 works are expected to be finalised in April 2024. These works will include a mixture of vegetation planting and rock work along the northern end of the foreshore
  • Both phases will involve the upgrade of non-compliant and failing seawall components, replacing them with compliant structures and materials including geofabric and granite rocks.

When we will be working

Work will take place during standard construction hours between 7.30 am and 5:00 pm Monday to Friday.

What you can expect

  • Soil Conservation Service is working with Jettys by the Lake management to coordinate the movement of materials and machinery to access the foreshore. 
  • We will have temporary traffic management for the safety of our crew, users, and pedestrians. Some areas will be fenced off from public access. We ask that you do not enter these areas as we complete this work.
  • This work may be noisy at times. We apologise for any inconvenience this may cause.

Mannering Park seawell

Summary

What we will be doing 

From February 2024 you may notice us:

  • Replacing approximately 100m of the seawall at Mannering Park, Lake Macquarie 
  • The current seawall is reaching its end of life and threatens public access to the waterfront, footpath, cycleway, and council exercise equipment
  • The new seawall design will be a 2-course stepped sandstone block design delivering a semi-natural appearance while providing adequate protection to the shoreline and wave energy dissipation
  • Replacing the structure will safeguard this very popular outdoor waterfront reserve. Locals and visitors to the neighbouring holiday park will be able to enjoy the area well into the future
  • We are aiming to complete the works between February and June 2024 to lower the impact on the neighbouring holiday park’s high tourism season.

Penrose Park

What we will be doing

From 15 December 2022 you may notice us:

  • continuing the implementation of works identified in the Penrose Park Master Plan
  • improving safety and amenity at Penrose Park to offer more camping options and revitalise existing buildings and infrastructure.
  • implementing upgrades to a select number of existing amenities. This will involve the removal and replacement of four existing amenities blocks which are approaching the end of life
  • installing 3 new amenities blocks

When we will be working

Work will take place during standard construction hours between 7:00 am to 6:00 pm Monday to Friday

What you can expect

  • The new units will be replaced by modern prefabricated designs which will improve the visitor experience and increase the appeal of the reserve for overnight camping stays and day-use activities

  • As the site is large (80 hectares), the park is currently able to remain open to campers while construction works are underway.
  • This work may be noisy at times, we will do everything we can to minimise this

Summary

  • bracing windows and doors and securing the entry points to the buildings
  • installing new padlocks to increase security 
  • general site maintenance including landscaping and removal of general waste.

Richmond River revetment

Summary

What we will be doing 

From February you may notice us:

  • Completing works to secure a section of the Crown road revetment wall along the foreshore of the Richmond River between Kimi Park and Paringa Park
  • The current river revetment wall is in a state of disrepair, and we are removing concrete structures (boat ramps and driveways) from the Crown public road
  • The design of the new protective structure ensures that it can be maintained with minimal effort and is a reliable and efficient solution for safeguarding the Crown road and neighbouring properties
  • Boat ramps and driveways will not be replaced. This is in accordance with the Domestic Waterfront Licences Guidelines (PDF, 1.5 MB KB)
  • Replacing a revetment wall is a substantial project that requires careful planning, execution, and ongoing maintenance to protect coastal areas from erosion effectively
  • During onsite construction works, we will implement measures to minimise environmental impacts, such as sediment runoff and disturbance to local wildlife.

  • Work will take place during standard construction hours between 7;00 am and 6:00 pm Monday to Friday.

What you can expect

  • These works aim to make the area safe for public access, improve Crown land for the use of the community and protect neighbouring homes and waterways

The Coast Senior Centre Heritage Building Repair Works

Summary

  • Location: The Coast Senior Centre, 1 Darwin Avenue, Little Bay, NSW

What we will be doing 

From March 2024 you may notice:

  • Replacement of floor topping to verandas 
  • Concrete spalling repairs to the underside of the slab and treatment of corrosion 
  • Installation of new control joints and repairs to existing joints in brickwork and render 
  • Concrete crack repairs to slabs 
  • Repointing of brickwork and replacement of individual heritage bricks where required 
  • Repair of all defective render, concrete, and mortar to external walls, columns, and balustrades 
  • External cleaning and painting of verandas including render, columns, balustrades, stair handrails, and ceilings 
  • Minor drainage improvements to prevent future water ingress.

When we will be working

Work will take place during standard construction hours between 7 am and 6 pm Monday to Friday.

What you can expect

  • The project aims to address the structural issues and preserve the heritage value of The Coast Senior Centre, which is a former hospital ward and part of the Prince Henry Hospital Precinct
  • Based on the recommendations of an independent engineering assessment and a heritage consultant, the project involves remedial works to the concrete spalling, facade, walls, and other elements of the building
  • The project will improve the safety and appearance of the building and preserve the asset for community benefit and tenant satisfaction
  • We aim to minimise any impacts or disruptions to the building users, tenants, and neighbours during the construction phase
  • We will have temporary traffic management for the safety of our crew, users, and pedestrians
  • Access to the area may be temporarily impacted

Summary

Upgrade of vehicle access, carpark, and traffic control structures

Site information

  • Dargan Creek Reserve is on Chifley Road in the Central Tablelands of New South Wales between the towns of Clarence and Dargan, approximately 15 km east of Lithgow. The Reserve is approximately 591.5 ha
  • Prior to this project, the site had unrestricted vehicle access posing high safety risk and environmental impacts to the reserve and water storage from increasing use.

What we have completed

  • A Review of Environmental Factors (REF)
  • Design, manufacture, and installation of signage, bollards and other traffic management structures
  • Compact gravel surface to tracks and parking areas.

Benefits and outcomes

  • Formalised access to the reserve Crown road, off Chifley Road
  • Restricted vehicle access allowing for regeneration of informal tracks
  • Defined public access for recreational purposes using authorised tracks
  • Minimised environmental impacts and risks to public safety.

Hanging Rock Falls Reserve reconstruction

Summary

Maintenance and repair of Reserve structures after flooding.

Investment

  • November 2022 to June 2023 

Site information

  • Hanging Rock Falls Reserve, Lot 7001 Williams Rd, Barkers Vale
  • Assets on the land include a toilet, gravel path, signage, and viewing platform 
  • Wadeville Reserve Land Manager was revoked as Crown Land Manager for the reserve in 2018 and the department now manages the reserve.

What we have completed

  • Condition assessment of existing site assets
  • Replacement of hand railings and stair treads on the viewing platform including the stairs leading down to ground level 
  • Replacement of graffitied and out-of-date warning signs
  • Repair of gravel walking tracks.

Benefits and outcomes

  • Upgrades and repairs ensure that the area is safe for visitors
  • Investing in popular environmental assets like Hanging Rocks Falls supports the local tourism economy
  • New site signage brings the site into compliance with current signage regulations.

Tibooburra Aerodrome runway earthworks

Summary

Remedial earthworks to repair Runway 15/33 to safe operating standards required by Civil Aviation Safety Authority (CASA). 

Investment

  • $200,000 excl GST

Project timeframe

  • 20 March 2023 to 10 April 2023 

Site information

  • Tibooburra Aerodrome, Tibooburra NSW 2880 (Lot 7310 DP 1182485)
  • Tibooburra is approximately 320 kilometres north of Broken Hill, the predominant users of the aerodrome are Civil Aviation, Charter Flight operators, Plague Locust Commission, Emergency Services, and the Royal Flying Doctor Service.

What we have completed

  • Grading, watering, and rolling of the dirt runway strip removing stones and filling hollow sections
  • Improve drainage on the runway strip sides, including removing “V” drains, mounds, and spoon drains. Construction of additional drains to guide pooled water away from the runway
  • Removal of approximately 5000 metres of excess materials from both sides of the dirt runway
  • Removal of continuous mounds (windrows) from the edges of the runway. Removal of shrubs.

Benefits and outcomes

  • Runway 15/33 is again at safe operating standards as required by CASA
  • Reduced pooling of water on the dirt runway enabling safe landing and take-off
  • A safe alternative to the main bitumen runway for uses including emergency services - Royal Flying Doctor Service, Rural Fire Service and NSW Police - as well as the Flying Padre, the Plague Locust Commission and charter flight operators will still be able to land and take off.
