Proposed lease of Crown land at Church Point by direct negotiation

Crown Lands recently sought community feedback on the proposed lease of Crown land (extending over the waterway) at 1856 Pittwater Road, Church Point NSW. Submissions are now closed and the Department will publish a notification of the outcome once a final decision is made. People who made a submission will also be advised of the outcome.

What’s happening at the site

Crown Lands is considering the lease of Crown land, which extends over the waterway, by direct negotiation, to the existing tenant.

Part of the land is currently held under lease by the existing tenant (shown by blue outlined area in the above diagram) which operates the site as a commercial marina.

The tenant, The Quays Marina, proposes to expand the marina footprint (in the area shown by red shading above) for a development that includes a new marina arm with fixed berths.

Community feedback on the proposed new lease

Crown Lands invited community feedback on the proposed new lease with the consultation open for 28 days from Wednesday, 5 November to Tuesday, 2 December 2025.

Feedback on this proposal closed on Tuesday, 2 December at 11:59 pm (AEDT).

Community Engagement Strategy

Engagement on this proposed lease is a requirement of the Department of Planning, Housing and Infrastructure’s Community Engagement Strategy. The Strategy has been developed to set an open and transparent framework for engaging the community about important decisions on Crown land. The Strategy acknowledges that needs vary between communities, and that a range of engagement approaches may be required to ensure community views are understood before important decisions are made.
