A native title manager is a person who has completed the approved training. They are engaged or employed by a council or Category 1 Crown land manager to advise on native title compliance.

Native title managers must give the Crown land manager written advice about dealings or activities on Crown reserves that might affect native title.

Where the native title manager is uncertain about the native title implications, they must seek legal advice. If this is not possible, the proposed activity should not go ahead.

The Department cannot give advice to native title managers on native title compliance.

Workbook

The Native title manager workbook (PDF, 3.5 MB) helps native title managers understand their tasks and responsibilities as part of day-to-day work as a Crown land manager.

This workbook supports council and Category 1 Crown land managers to confidently fulfil their stewardship role over Crown land. It helps them avoid any risk of unintended outcomes and liabilities.

The workbook also gives information on the significance of native title and why it is important to Aboriginal people and their communities.

This will continue to improve and strengthen relationships with Aboriginal communities, which will in turn benefit the economic and social outcomes of council and Category 1 Crown land managers.

We have developed a version of the advice template (PDF, 225 KB) from the workbook to help native title managers give advice on proposed dealings and activities.

Native title non-claimant applications

Applications can allow for Crown land dealings and activities to proceed where there is no future act pathway and a native title claim or determination has not been made under the Commonwealth Native Title Act 1993. The Department released Native title non-claimant applications and Making a non-claimant application to assist with understanding processes for non-claimant applications.

E-learning module

We have developed an e-learning module that helps council and Category 1 Crown land managers improve your knowledge of native title legislation as it applies to managing Crown land. It supplements the native title manager workbook and approved training.

This e-learning resource has been developed to increase knowledge of native title legislation as it applies to the management for Crown land and to help Crown land managers in providing native title advice. This e-learning resource is supplementary to the approved native title manager training and the Native Title Manager Workbook.

Yearly notification of Native Title Manager

Council CLMs must advise Crown Lands of their nominated Native Title Manager(s) each year under section 8.8 of the Crown Land Management Act 2016.

To notify Crown Lands, email the name(s) of Native Title Manager(s) along with their email address and phone number to [email protected] between 1 July and 31 October each year.
